CRCF will make grants to charitable organizations that are tax-exempt under IRS Code Section 501(c)(3), governmental units, school districts and universities. Grants to religious institutions may be considered, however, the program must serve a community need (e.g. food program for the needy).

- Individuals (except for scholarships awarded to the student’s account at a college or post-secondary institution). However, the Foundation will consider grants for individuals who are part of a certain charitable class for a particular purpose such as disaster relief, homeless, etc.
- For-profit organizations
- Sectarian religious activities
- Political purposes
- Program ads
- Fundraising events or sponsorships
- Organizations that discriminate on the basis of gender, religion, sexual orientation, ethnicity, national origin or physical ability
